Welcome to the 2025 National Oil Bargaining Program (NOBP) Conference, which will be held August 4 – 7, 2025 in Pittsburgh, Pa.
This conference will set the agenda for the National Oil Bargaining contractual demands. Please be sure to send a delegation that represents and gives voice to each oil industry unit in your local.
Conference registration
Registration for the conference is available on-line, by mail, or by fax and should be completed by July 11, 2025. In order to cover conference costs, the registration fee is $250 per delegate.
All checks should be made payable to USW Secretary-Treasurer with “2025 NOBP Conference” on the memo line of the check. Mail check to: USW, c/o Lisa Nutter, Purchasing & Travel Department, 60 Blvd of the Allies, Pittsburgh, PA 15222.
- Online registration: Click here to register for the conference. Payment can be made online with a credit card or echeck or by mailing a check. Please include a list of delegates or a copy of your registration confirmations if a check is mailed.
- Email registration: Email the registration form to Lisa Nutter at lnutter@usw.org and mail a check.
- Fax registration: Fax the registration form to 412-562-2599 and mail a check.
Hotel and Travel Information
A block of sleeping rooms is reserved at the Westin Hotel, 1000 Penn Ave., Pittsburgh, PA 15222. Attendees should make their hotel reservations as soon as possible by calling 412-281-3700 and asking for the United Steelworkers/Oil Conference rate. The deadline for hotel reservations is July 11, 2025
The room rate is $169.00 a night plus taxes. A credit card will be needed to reserve the room. Check-in is 4:00 p.m. and check out is 11:00 a.m. If a reservation must be canceled, please do so 48 hours before arrival or your credit card will be charged. Hotel parking is available in the parking garage at a rate of $28.00 per 24 hours, as well as valet parking at a rate of $41.00 per 24 hours.
In cooperation with Direct Travel, we have made special arrangements for delegate to book air transportation to the conference. Please call 877-499-1149 and select prompt “4” (group meetings), and identify yourself as a participant in the USW Oil Conference. Please call between 8:00 a.m. ad 5:00 p.m. EST, Monday through Friday, or you will incur and after-hours fee of $16.00
In accordance with our established policy, the International Union will not be responsible for the cost of delegate(s) participation. Your local union must bear any expenses for attendance, including airfare and hotel fees.

Schedule
Registration – Conference registration will take place Sunday, August 3, from 2:00 p.m. to 7:00 p.m. and the morning of Monday August 4, from 7:00 a.m. to 8:00 a.m.
Sunday, August 3 – 5:00 p.m. – Meeting for Staff Representatives new to the oil bargaining process
Monday, August 4 – Thursday, August 7 The week will consist of General Sessions, NOBP Region meetings, Council Meetings, educational classes and setting the NOBP policy. Please plan departure flights no earlier than 6 p.m. on Thursday, August 7.
Councils that request additional meeting time have the option to meet on Thursday after Policy Setting is complete.
