Greetings:
You are hereby notified that the Eighth Conference of District 11, United Steelworkers, will be held at the Millennium Hotel Minneapolis, 1313 Nicollet Avenue, Minneapolis, MN 55403, on Monday, Tuesday and Wednesday, April 7-9, 2014.
Purpose of the Conference
This conference is called for the purpose of giving reports on activities of the District, electing Wage Policy committeemen and dealing with such other matters as may be within the scope of activities within District 11.
Delegate Representation
The delegates to the Conference shall be elected directly from the Local Unions which they represent, and each delegate shall have one (1) vote for each one hundred (100) members or less, and one (1) additional vote for each one hundred (100) members or majority fraction thereof.
Eamples:
a) A Local Union with one hundred (100) members may send one (1) delegate with one (1) vote.
b) A Local Union with less than one hundred (100) members may send one (1) delegate with one (1) vote.
c) A Local Union with one hundred fifty-one (151) members may send two (2) delegates with one (1) vote each. The fifty-one (51) members represent a majority fraction which is counted as one vote.
d) A Local Union with one thousand (1,000) members may send one (1) delegate with ten (10) votes, or ten (10) delegates with one (1) vote each.
e) A Local Union with more than one thousand (1,000) members may send one (1) delegate for each one hundred (100) additional members or majority fraction thereof.
Representation shall be based upon the average of the paid and exonerated membership of the Local Union for three months during 2013. Every Local Union is encouraged to be represented by delegates to the Conference. No person shall be eligible to be a delegate who is not a member in good standing of the United Steelworkers District 11.
Credentials
The Director of the United Steelworkers District 11 shall furnish the Local Union with credential blanks in duplicate which must be attested as required on the blanks. The duplicate shall be retained by the delegates and the original along with a $150.00 registration fee per each delegate forwarded to: United Steelworkers District 11, 2929 University Avenue SE, Suite 150, Minneapolis, Minnesota 55414. No credentials will be accepted later than March 7, 2014.
Delegates
Delegates to the Conference must be elected at an official meeting of a Local Union or by a referendum ballot election, after this Call for the Conference is received and has been read to the Local Union. The Recording Secretary shall issue a notice, signed by the Recording Secretary and President of the Local Union, at least three (3) days prior to such meeting or election, stating that delegates are to be elected on a certain day. Delegates must receive a plurality vote of members voting.
When a delegate’s credential is to be contested, a notice of such contest shall be sent to the Director of the United Steelworkers District 11, not later than ten (10) days prior to the date for convening of the Conference. Any delegate whose credential is contested may be unseated at any time during the Conference.
Resolutions
Resolutions shall pertain to District matters only. Resolutions dealing with other than District matters will be referred to the appropriate Industry Conference for consideration. Resolutions bearing on different subjects must be typewritten on separate papers and only on one side of the paper. They must be properly signed by the President and Recording Secretary of the Local Union and impressed with the Local Union seal; otherwise they will not be considered official. Resolutions shall be limited to the objectives set forth in the Call for this Conference. All resolutions shall be sent to the District Office, United Steelworkers District 11, 2929 University Avenue SE, Suite 150, Minneapolis, Minnesota 55414, not later than March 7, 2014.
Wages and Expenses of Delegates
Each Local Union shall pay all costs of its delegates while in attendance to the Conference as well as transportation to and from the Conference.
Hotel Reservations
A block of rooms has been reserved at the special rate of $128.00 per night for single or double occupancy. Delegates attending the Conference should make their hotel reservations in advance by directly calling the Millennium Hotel at 1-800-522-8856 or (612) 332-6000. Mention the “United Steelworkers” room block to receive the $128.00 rate. Reservations must be made not later than 5:00 p.m. Central time on March 14, 2014.
Registration
Registration of delegates will commence at 4:00 p.m. on Sunday, April 6, 2014. All delegates should register at this time if at all possible. The registration fee is $150.00 per delegate. There will be a banquet on Tuesday evening, April 8, 2014. Further information will be available at registration.

Please call between 8:00 a.m. and 9:00 p.m. EST, Monday through Friday; otherwise an after-hours transaction fee of $16.00 will apply if the call is outside of these regular business hours.
Transportation from the airport is available by taxi or the Super Shuttle. Reservations can be made for the Super Shuttle by calling (800) 258-3826 or by going online to www.supershuttle.com. The cost is $17.60 one-way or $35.20 round trip.
