USW HSE Specialist Kim Nibarger testified about how industry fails to adequately address the risks posed by hazardous chemicals and how it ignores its own programs to prevent chemical threats. He cited the USW’s studies on hydrofluoric acid use in U.S. refineries and how prepared USW-represented refineries are in handling emergencies.
He also discussed how the U.S. regulatory process depends on industry self-regulation, the problem of funding for adequate OSHA and EPA inspections, and limitations of OSHA’s Process Safety Management standard.
