Investing in North America’s ability to produce raw materials and finished goods here at home creates jobs and grows our economy. Targeted investments like 2022’s CHIPS Act help North American companies compete in key industries or reduce our dependence on foreign products. USW fights to make sure these investments create union jobs and go to workers’ paychecks, not billionaires’ bank accounts.
Free trade agreements have had high costs for workers in many countries, pitting workers across the globe against each other in a race to the bottom on wages and working conditions. The USW believes that all trade agreements must guarantee workers the right to form a union and collectively bargain.
Trade agreements must ensure a level playing field when it comes to the environment. USW members care about keeping their communities clean and healthy. They must never be forced to unfairly compete against goods that do not meet or exceed U.S. environmental standards.
As new technology becomes more widely available, it is essential that workers have a say in how their personal data is collected and used. Trade agreements now cover a wide range of issues, including where workers’ personal online data is located as well as other technological standards that impact workers within their facilities. At the end of the day, all our trade agreements must prioritize the needs of working people.
North American workers and companies can compete in any industry when there’s a level playing field. The problem is that many countries heavily subsidize their industries. The bigger the subsidy, the lower the price they can sell their products for and the greater the disadvantage to their North American counterparts.
When used strategically, tariffs and other trade remedies, can reduce unfair competition, level the playing field and allow domestic workers and industries to thrive.
The United Steelworkers is leading a coalition of labor organizations calling on the United States Trade Representative (USTR) to defend the U.S.’s domestic shipbuilding industry in light of China’s use of commercial shipbuilding to dominate global trade.

China and other countries have been flooding the global market with its excess steel for decades, undermining U.S. industries. Our union has been fighting back on several fronts. This includes filing petitions to clamp back on dumping and illegal subsidies, as well as working to maintain Section 232 trade remedies that help protect our national security.

In the tire industry, companies are closing plants, consolidating operations and scaling down production in the face of a flood of unfairly traded imports. Since joining the World Trade Organization, the Chinese government has consistently subsidized and dumped foreign-made tires in the U.S., often by funneling goods through Southeast Asia to bypass U.S. duties.
